There is this gorgeous example in Japan for about $7,000 with less than 90,000 km. Of course it is an autobox, so add $3,000 as an outside figure for the manual advatage:

How does someone go about importing a car? Do you need to go through a broker/importer or are there simple steps to follow?

Yes, you should use a broker in Japan.
